Why are there so many commas?

Looking at the map, you can see that Mexico is surrounded by water. The Pacific Ocean, Gulf of Mexico, and Atlantic Ocean all border Mexico.

There it is again!

The commas!

Belize, Guatemala, and the United States border Mexico. They are called neighboring countries.
