Strategy 1: Count Up to Find the Change
Count up from $3.89.

Frank's change is 1 dime, 1 penny, and 1 dollar or $1.11

Strategy 2: Subtract Cost from Amount Paid

Frank's change is 1 dime, 1 penny, and 1 dollar or $1.11

4,843 is to the right of 4,456 on the number line.  So 4,843 > 4,456
