Facts you need to know for this lesson:
60 minutes = 1 hour Once around the clock is one hour.
30 minutes = 1 half hour Half way around the clock is 30 minutes.
15 minutes = 1/4 hour A quarter of the way around the clock is 15 minutes.

 

Let's look at 15 minute intervals on a clock.

4:00

When the minute hand is on the twelve and the hour hand is on the four we . . . 
Read: 

4 o'clock

Fifteen minutes later . . . 

4:15

When the minute hand is on the three and the hour hand is just a bit past the four we . . . 
Read: 

15 minutes past 4
or
four-fifteen

Fifteen minutes later . . . 

4:30

When the minute hand is on the six and the hour hand is half way between the four and the five, we . . . 
Read: 

30 minutes past 4
or
four-thirty

Fifteen minutes later . . . 

4:45

When the minute hand is on the nine and the hour hand is very close to the next number (five) we . . . 
Read: 

45 minutes past 4
or
four-forty-five

Fifteen minutes later . . . 

5:00

When the minute hand is back on the twelve, and the hour hand is on  the next number (five), an hour has passed.  So now we . . . 
Read: 

five o'clock
